Kazakhstan has amended the Regulations on the Execution and Approval of Invitation Letters to Foreign and Stateless Persons Arriving to the Republic of Kazakhstan, the Issuance, Revocation and Renewal of Kazakhstan Visas, and the Extension and Reduction of Visa Validity Terms adopted by Joint Order of the Minister of Foreign Affairs of the Republic of Kazakhstan No. 11-1-4/38 of 31 January 2019 and the Minister of Internal Affairs of the Republic of Kazakhstan No. 85 of 1 February 2019 (the “Regulations”).

The key novelty is the regulation of B9 visa issuance for permanent residence in the Republic of Kazakhstan.  In particular, from now on, citizens of 45 states (please see the list at) entering and exiting Kazakhstan without visas may, upon their arrival to Kazakhstan, apply for permanent residence permit via internal affairs authorities.  In the past, such foreigners could apply for permanent residence permit only via foreign missions of the Republic of Kazakhstan.

The amended Joint Order entered into force on 26 February 2019.
